Zachery R. Frederick

Zachery R. Frederick is a visionary real estate entrepreneur and community-driven developer based in Richmond, Virginia. As the founder and CEO of Crescent Development, he leads the firm’s mission to create high-quality, affordable housing and revitalized urban assets across the central Virginia region.
Under his leadership, Crescent Development has carved a niche in acquiring, rehabilitating, and building residential and mixed-use properties that balance financial sustainability with social impact. The firm has spearheaded projects that combine design, community need, and sustainable practices.
Frederick’s reputation extends beyond project execution: he is recognized as a key player in the affordable housing sector, ranking among top national developers for impact and scale.
A Richmond resident since 2004, he combines local insight with strategic relationships in public/private partnerships, finance, and city planning. Frederick frequently collaborates with civic stakeholders, financial institutions, and housing authorities to unlock resources, navigate regulatory landscapes, and ensure community-aligned outcomes.
Outside of work, Frederick is committed to mentorship and local civic engagement, often speaking on the intersection of development, equity, and urban regeneration. He holds a degree from Radford University.
